Analysis of Maharashtra Vidhansabha Election candidate from Bhiwandi East 137 for year 2014

I had been searching over internet for data of the candidates but, unfortunately, I could not get the same.

Usually myneta.info has such data but this time, I could not find it. So, I thought to write a report on the same.

Due to BJP's landslide victory in general election of 2014, there has been lot of speculation. After the split between Shivsena and BJP, the battle has been tough in Maharashtra. Still, I feel, BJP may be able to secure around 150 seats and Shivsena around 50. I do not expect congress and NCP to cross more than 50 seats together and Maharashtra Navnirman Sena may not cross 1o seats.It was founded on the basis of equality then changed its stand for Marathi Manus and finally, the same Marathi Manus have lost faith.

Although people have faith in BJP but I doubt they really work. Take example of Kapil Patil, present MP of Bhiwandi. Even after 3 months of his becoming MP, nothing has changed in Bhiwandi. 

After delimitation, Bhiwandi has got 3 constituencies- Bhiwandi West, Bhiwandi East and Bhiwandi Rural. Bhiwandi, despite of being town with lot of amassed wealth through blackmoney by both Hindus and Muslim communities and municipal officials including municipal commissioners, by politicians, by police  despite of being a satellite town of Mumbai which is hardly 15 KMS from Thane, 12 KMS from Kalyan and hardly 50 KMS from Mantralaya and part of MMR(Mumbai Metropolitan Region same as Noida and Gurgaon as NCR) is in the worst condition. Sometimes back, none of the bank were interested to grant loans and credit cards to people here. 

The major problems of Bhiwandi are:

1. It has almost 60 % slums and many are living in bad conditions including bad sanitation, illegal slums.

2. This is a municipal corporation and perhaps one of the most corrupt municipal corporation in the world. The road are full of garbages, roads are not repaired for years and even if it is repaired, it just a formalities.

3. Street lights of the roads are not repaired and non functional.

4. Although the city is safe as far as my experience concerns, however recently lot of crime in focus more in slum areas like rape, murder has shown the condition and lack of police control.

5. The city lacks in local transportation facilities. Maharashtra ST bus services are poorly managed and poorly crowd controlled. The bus services from near to die TMT bus services from Thane Municipal Corporation also not adequately managed.

6. The city is believed to be muslim dominated and people treat it as a negative way which is not truth. The city is full of cash rich Marwadis, Gujaratis, Telugus and Muslims who own BMW to Merc and can beat many people in wealth. All these wealth created due to land sell by local Agris all in black, by other people not paying any taxes, exploiting labours. The city has equal Muslim and Hindu population both are divided in two side of roads and living peacefully even during Mumbai riots. Yes, few anti social aliments supported by both side political parties exist here.

7. The city has many lakes which could be beautified and converted into good tourist place. Even the Varala Devi lake is almost twice of the Talao Pali lake of Thane but nobody cared to manage it properly. Surrounded by slums mostly from the backward communities, their local corporators and goon leaders never bothered to improve them and teach them manners.

8. Both Shivsena leaders like Manoj Katekar and Congress leader like Pratibha Patil had been mayor of the city (and most of the time, it is Hindu and from these family only becomes mayor of the city) and they have done nothing for the city except looting and creating wealth. You will find dusty roads, you will find a big pothole enough to damage a small car on the main road but nothing has been done.

9. Like its neighbourhood Kalyan, Mira Bhayandar and Dombivli, it is plagued with illegal constructions. We see few planned development but that are mostly happening in Hindu dominated areas.

10. Police are one of the most corrupt and it is believed that a dCP pays crores to get transfer in Bhiwandi, so the ACP, so the Senior Inspector to constables. Police are another type of Gundas here. They do not hear people's complaints and it is the case everywhere, in most of the police stations in the country. People encroach the road with private vehicle but you do not see police taking actions, same is conditions of the unfit tankers by tanker mafia who have killed many people in the past. When Rashmi Karandikar was ACP traffic of Bhiwandi, she put all efforts to control this but after that, we can see constables are more busy in making money from trucks and vehicles. There is no traffic signals, there is no proper divider and size of the roads.

So the thinking of people that Bhiwandi has just factories, just godowns and just slum is wrong. The population has changed from just textile owner and labourers to new breed of people, rich and super rich. It is expected that around 12000 youth work in different capacity such as lawyer, CAs, CSs, HR, middle management, IT and other professional services in Mumbai from Bhiwandi alone. Yes, like mumbai has 60%+ slums, it too has, like Mumbai has muslim hamlets and areas, it too has.

Whoever has been MLAs, or MPs of Bhiwandi, nobody did anything for the city. City still remained in poor condition. I complained  and ran campaign multiple times and knocked till the CMs door but except mail reply I got nothing. Yes, in few cases, roads repaired but that lasted hardly for few months.Now Modi says he will change the nation's face, I doubt. Bhiwandi has a BJP MP (Ex. NCP of course, another opportunist) but since elected, he has done nothing for the city and has not shown his face too. Worse, he is not accessible. Same condition is with all other political parties MLAs, MPs (Earlier Vilas Taware a congressman was MP but he accumulated his own wealth only and now it is believed, Kapil Patil also used money a lot to lure voters- and yes, Marwadis and Gujaratis preferred Modi and rest Hindutva and money). Rashid Tahir had been MLA for multiple times but he has done nothing.

The total voters in Bhiwandi (East, west and rural) are around 10 lakhs and in Bhiwandi east itself are around 3.36 lakhs. In true sense, we do not have true democracy. Out of the almost 3 lakhs registered voters, a candidate need jut 37000 votes to win i.e. around 10%.  If we look into the winning figure,  Now let us look at the candidates.

Out of this 15 candidates, none from the independent seems to be serious candidate and they are contesting merely to extract money from the other main candidates to avoid division of vote or just to see what happens. 

Out of the above, I know candidate no 12 Appasha Hanmant Mhaske. He was a person migrated after 2000 from a village in Solapur and I taught him how to use RTI for better governance and later he used it for personal gain and to get his work done in the already corrupt BNN College, Padmashree Marathi high school and Bhiwandi Nizampur City Municipal Corporation (BNCMC). Off late, he "emerged" as an "activist" for dalits. Anyway, in any case, I doubt he will be able to get more than 500 seats. As per his affidavit, his income is around 2 lakhs with no saving, no assets and with a clean background which is true. He own a motorcycle and few gms of gold jewelries. He is a graduate from Shivaji University. 

Vanga Narayan Pratap: Hardly anybody knows this candidate. This candidate does not have IT return filed, total networth is around 3.63 lakhs with no criminal records. He is either a dummy candidate or same like above- Appasha Mhaske. 

MUDLIYAR TANDAV GOVINDSWAMI: This is again an independent candidate and never known to anybody (perhaps his neighbour knows him) and he is not campaigning either. He is not truthful about his property declaration as he says his current flat value is 3.5 lakhs whereas government fixed rate itself is Rs. 1950 PSF so considering this, his flat value must be more than 10 lakhs. Further, he has no criminal record,  and he has a plot in Puducherry too. He has passed SSLC from Tamil Nadu. I doubt he will even get 50 votes. 

ABDUL SALAM JAMALUDDIN: He is a powerloom worker and like other independent candidate, he does not have any criminal records, has hardly few lakhs and shanty as a property. He is also not known candidate and reason for contesting is known best to him. I doubt hardly anybody recognize him other than his friends and co-workers. 


Tejas Ramchandra Patil: He is a candidate from Bahujan Vikas Aghadi, a lesser known political party. This political party does not have any stronghold in Bhiwandi so the candidate. He has shown his income as 6 lakhs p.a. in his affidavit. He is an HSC failed candidate and net worth approx 43 lakhs as per his affidavit. He also has a clean image with no FIR or no police or judicial case against him. 


KHAN HABIBUR REHMAN OBAIDUR REHMAN: He is a peace party candidate and not a local. Only a non- local candidate with a popular face has chance to win in Bhiwandi (for example Abu Asim Azmi). He is resident of Mumbra, a muslim majority part of Thane. Dr.Mohammad Ayyub, a surgeon is a founder of the party and has 4 MLAs in the state of Uttar Pradesh. In Maharashtra, they tried in the past but could not gain success. May be a good party and much better than SP but it has to do lot of hard work to get an MLA in Maharashtra. The candidate is 55 years old and has annual income of around 2.05 lakhs as per IT return mentioned on affidavit. He is also a clean candidate but I think, to win an election just a clean image does not help or for people it does not matter. He has assets worth Rs. 151000 and his wife's assets is approx 2.75 lakhs Rs. He also has fixed assets i.e. property worth 69 lakhs (surprisingly, a person earning merely 2 lakhs p.a. can have such a huge property). He has passed 12th grade (HSC). His declared occupation is businessman and surprisingly a businessman just earn Rs. 2.05 lakhs. 

KHAN MD. AKRAM: He is a local candidate and official nominee of All India Majlis-e-Ittehadul Muslimeen (AIMIM). This political party has stained history as Razakar of Hyderabad State pre independence era and who were against merger of Hyderabad princely state with India. Recently, its leaders were charged with sedition for anti national and communal speech (Which I have watched and it was highly inflammable). However, the same party has also helped in Uttarakhand flood which gives its other side too. The same party has also fielded Hindu candidates and Hindu mayors in Hyderabad and now growing in Telangana state. This candidate is from Patel Nagar which has rumours to be a very communal sensitive and few groups involved in anti national activities (which need to be verified). He is 47 years old. This candidate does not have a social media accounting, possibly he is a radical muslim who want to be away from these "anti-islam" tools or possibly he does not like it. This candidate does not have any criminal background. He has shown his annual income a Rs. 341000 and for his wife, it is Rs. 1,95,500/-. He has two motorbikes and no cars. He owns 200 gram Gold worth rs. 240000/-His total movable assets are Rs. 323827 and his wife's are Rs. 581000/- His fixed assets are worth Rs. 13656550/-. Wow ! I am thinking to take a wealth creation lesson from his that with mere income of 3.41 lakhs how he created wealth worth crores (thats too in affidavit, real price may be much more). He is a clean candidate and he may gain the vote from Patel Compound and nearby area. He will surely give a tough competition to other candidates. He has completed 1st year of graduation i.e. B.Sc. from University of Mumbai.



MEMON IRFAN : He is the official candidate of Awami Vikas Party, another muslim organisation. However, this party seems to be modern and better. Its official website states "The founder of this party Mr Shamsher Khan Vazir Khan Pathan, served in Police department & retired as Assistance Commissioner of Police". Considering this, this party can be a choice for people of Bhiwandi. This candidate is 38 years old. He has PAN card but he has not income returned filed. So technically, he does not have income. However, he has fancy mobile numbers which comes with a cost. He does not have any criminal records, no any case going against him. He has total movable assets of 71010 and his wife has movable assets Gold worth rs. 60,000/- He has a workshop and his wife work as a construction worker. He does not have any fixed assets not even a home and perhaps poorest candidate in this election. He has studied upto 8th grade. I think he does not posses money to advertise and feed people so his chances of getting elected is also low. The party as well as candidate both seem to be good but no chance of winning. 


Abu Farhan Azmi @ Farhan Azmi: He is official candidate of Samajwadi party, son of Abu Asim Azmi and spouse of Ayesha Takia. He is 33 years old, perhaps youngest. He is a well known figure. He is cash rich too. As per his affidavit, his last income shown was Rs. 58, 56010 and his spouse Ayesha Takia Azmi's is Rs. 2453950. They have one dependent kind of 9 month old. He is a clean candidate with no criminal records. He is a hotelier. He owns a Skoda Superb car. He has loan worth Rs. 28261065/- His total movable assets are approx 17.5 Crore INR and perhaps richest candidate in the constituency. Whereas hi spouse Ayesha's movable assets are around 6.95 crore. He has immovable property worth Rs. 38.81 crore (approx) and his wife Ayesha has worth Rs. 6 crore. Apart from above mentioned loan, he has loan through various sources approx Rs. 2.9 crore. He has passed HSC i.e. 12th grade. He is a tough competitor for all the candidates considering previous victory of SP in both the seat and when Abu Asim Azmi left the seat, Shivsena candidate Roopesh Mhatre won the seat in Bhiwandi west. Last time SP MLA Abdul Rashid Tahir Momin has left SP and contesting from NCP seat from Bhiwandi west this time. 


SHETTY SANTOSH MANJAYYA: He is 5 times corporator from Bhiwandi and a NCP member who is now contesting in BJP seat. He is my neighbour residing in next door and know him since my childhood when he and my ex mentor Shri Bharatbhai Barot both used to be close friend and used to spend time together. He has grown a lot. His wife and he both are sitting corporator of Bhiwandi Nizampur City Municipal Corporation. He is very popular amongst Gujaratis, Marwadis and Telugu communities. Although the infrastructure, roads, sanitation and cleaning in the Telugu dominated Padma Nagar area is very bad, he is still popular due to his "approachable" attitude and to resolve people's issue. He has developed a children's garden, a gym, a public community hall in all his years, still he is better than many corporators in the city. As per the affidavit, he has annual income of approx Rs. 9.5 lakhs and his spouse who is also a corporator has approx 11 lakhs.He has four cases running in which he can be sentenced two years or more making him ineligible to contest election in the future once convicted. It includes section 147 of IPC- 147. Punishment for rioting.—Whoever is guilty of rioting, shall be punished with imprisonment of either description for a term which may extend to two years, or with fine, or with both. SEction 149 of the IPC - Every member of unlawful assembly guilty of offence commit­ted in prosecution of common object.—If an offence is committed by any member of an unlawful assembly in prosecution of the common object of that assembly, or such as the members of that assembly knew to be likely to be committed in prosecution of that object, every person who, at the time of the committing of that offence, is a member of the same assembly, is guilty of that offence. Section 452 of IPC House-trespass after preparation for hurt, assault or wrong­ful restraint.—Whoever commits house-trespass, having made preparation for causing hurt to any person or for assaulting any person, or for wrongfully restraining any person, or for putting any person in fear of hurt, or of assault, or of wrongful re­straint, shall be punished with imprisonment of either descrip­tion for a term which may extend to seven years, and shall also be liable to fine. Section 323 of IPC - 323. Punishment for voluntarily causing hurt.—Whoever, except in the case provided for by section 334, voluntarily causes hurt, shall be punished with imprisonment of either description for a term which may extend to one year, or with fine which may extend to one thousand rupees, or with both. Section 503 of IPC 504. Intentional insult with intent to provoke breach of the peace.—Whoever intentionally insults, and thereby gives provoca­tion to any person, intending or knowing it to be likely that such provocation will cause him to break the public peace, or to commit any other offence, shall be punished with imprisonment of either description for a term which may extend to two years, or with fine, or with both. Section 427 of IPC -  Mischief causing damage to the amount of fifty rupees.—Whoever commits mischief and thereby causes loss or damage to the amount of fifty rupees or upwards, shall be punished with impris­onment of either description for a term which may extend to two years, or with fine, or with both.
His total movable assets are approx Rs. 1.72 crore and his wife's are: 2.31 crore. His total immovable assets are Rs. 128 crore approx and his wife's are 1.04 crore. 
He has studied upto 8th standard and he has mentioned his profession as construction. Considering his past performances and rapport in the city, he has edge and can give tough competition. With Modi factor and supports from the Marwadis, Gujratis and Telugu community, he can give tough competition. 


VIJAYKUMAR NAMDEO KAMBLE: He is a 41 years old and official candidate of The Communist Party of India. He does not have any income as he has filled his income tax return as nill. His total movable assets are approx Rs. 3.76 lakhs. Whereas his spouse's movable assets are approx 1.02 lakhs. He stated that he does not work anywhere (then surprisingly how he has this money) and his spouse is a project manager with FPAI (Family Planning Association of India), still she has not filled her IT return. He is known as union leader and the kind of activities. He has contested in the past too but defeated.  He does not have any past criminal record and seems to be one of wiser choice however, he does not have popularity. He is a diploma in civil engineering dropout. I wish he should have worked a lot in area of social, progress and development which would have helped him. He will eat the vote share but will not win. 




Mhatre Rupesh Laxman: He is sitting Shivsena MLA from Bhiwandi west. He won the seat after Abu Asim Azmi left his Bhiwandi seat. He has stated his annual income as 17.13 lakhs Rs and his wife's income as 2.12 lakhs. At this income, he owns AWD, BMW, fortuner cars. I wish, I could too. He has 3 cases registered against him for rioting, trespassing under various sections. He is sitting MLA but there is no performance and after split in Shivsena and BJP, the chance is rare that he will win. I feel, Santosh Shetty will get more vote than him. His total movable assets are 2.79 crore and his wife's movable assets are approx Rs. 49 lakhs. His immovable assets are approx 1.82 crore and his wife's immovable assets are approx Rs. 30 lakhs. He has studied upto second year Bachelor of Arts (not completed) and has business interest in construction and security. 




SHAIKH MOHAMMAD KHALID: He is an official NCP candidate and has contested in the past too. I remember, last time , he had only one case of not paying AirTel bill but now, he has multiple cases against him. He is 44 years old and has shown his income as Rs. 3.49 lakhs and for his wife Rs. 2.16 lakhs. He has serious criminal charges including stopping voting, attacking and injuring people. He has total movable assets of Rs. 5.25 lakhs and total immovable assets of rs. approx 1.55 crore. He is a graduate from MANUU and has powerloom business. He can also eat the vote share but may not win due to split in congress and NCP and also split of muslim votes. He has stronger competition from Farhan Azmi of SP too. He has image of helping poor in the locality which may turn to his favour. 



MO. FAJIL ABDUL RAUF ANSARI: He is an official congress candidate.He is 47 years old and seems to be cash rich. He has shown his annual income is approx 39.68 lakhs and his wife's as 20.18 lakhs. His immovable assets are rs. 1.41 crore. He is again a candidate with clean image with no case registered against him. However, winning for him on just congress voter is not easy. Hindus are least interested to vote in congress and muslims have also lost faith in congress and again, the muslim votes are divided. He is an intermediate from Allahabad and has shown profession as business. He has loan of 3.4 crore and 1.5 crore approx.  How a bank can grant loan of such amount to a person who has income of mere 40 lakhs? He has mentioned profession of his wife as housewife but her income is whopping 20 lakhs. How? He can only answer the best. Affidavits are mere formalities. 

So this is all review about the candidates from Bhiwandi east constituency (State Assembly or Vidhansabha) of Maharashtra. It took almost 3 days for me to study all these affidavit in details so unfortunately, I cannot write about Bhiwandi West and Bhiwandi Rural constituency. 8 candidate's nomination either withdrawn or rejected. We need major electoral reform. Just affidavit is not sufficient. From above analysis, it is clear that most of the people lie in affidavits and there are lot of discrepancy. Second, does criminal record really matters? I think no. None of the above candidates have threatened to voters for casting vote in their favour but yes, they bribe them heavily. Winning in election in India depends on several factors. If the area is poor, labour class, it depends who give them highest money, liquor party and freebies. I am sure most of the candidates mentioned above will do that at least to the shanties. Candidates from BJP, SP, Shivsena, Congress and NCP. The second factor will be community based favouritism. Gujratis, Marwadis and Telugus are tend to favour BJP candidate whoever it is and Muslim may decide on the basis of candidate of their choice. AS Khalid Guddu has serious criminal cases, but he has "pro poor" image. For other candidates too, people may treat it as their personal crime. I think, we Indian, as a voter hardly think one as a nation. I think, in front of every election voting booth, there should be display of vital information about the candidate which should include their family background, their background, wealth graph of the candidate in last 20 years, criminal cases against them, their work report if they are existing corporator, MLA, MPs etc. Then perhaps we can take an informed decision.
