Yes, it is absolutely free, However you do not get a full domain. You may get an extension domain such as yourname.esy.es if you need a full .com, .in. net. .info or any other domain, you may need to buy it. I have purchased govindsharma.info domain and going to create a web page soon. It looks little complicated.
You may upgrade the hosting plan as per your need. However, if you have a very small requirement, you should use the free plan. This is sufficient. It also comes with an official email id such as yourname@yourname.esy.es that is sufficient if you are planning to have a personal page, a blog, a few pages websites etc.
Do hostinger provides free template, free cms such as joomla, phpchat, moodle and so on?
Yes, it provides. It is very easy, pre-available and you can install directly. However, for customisation of CMS such as Joomla, you need to practice a lot and you should have basic HTML and web designing knowledge.

Well, basic hosting is free, premium hosting starts with Rs. 179 per month and business hosting starts with Rs. 419 per month. However, if you like their hosting, you may advertise the same and in turn, you may get free upgrade of hosting.
