We have seen last week the "civil services aspirants" protesting on the street, battling with police, burning vehicles and so on. The whole problem started with the Hindi speaking student alleging that UPSC is doing partiality and giving preference to English speaking student.
So what is the whole issue
Till 2010, the UPSC preliminary test comprised a General Studies paper and an optional paper. But the pattern was changed in 2011 and Civil Service Aptitude Test (CSAT) was introduced which included two compulsory papers: CSAT-I and CSAT-II.
According to the protesting aspirants, CSAT-II has questions on quantitative analysis, logical reasoning and English language comprehension. They claim that these sections have been deliberately added to keep out students from Hindi and humanities backgrounds from cracking UPSC.

So, is the allegation correct?
No, not at all and I strongly oppose this. First of all; as a civil servants, you cannot expect to get posting in UP, MP, Rajasthan, Maharashtra, Chhattisgarh, Bihar, Delhi, HP, Uttarakhand like Hindi speaking state. As an IFS officer, you have to work in the embassy and mission out of India. You are minimum graduate when you apply for civil services exam. Even a vernacular medium student start learning English from class V onwards as a compulsory subject and you have 10 whole years to learn english language.You cannot learn english language for 1o years and cannot even understand it and you expect to be in such a high cadre service? will you get document in Hindi always?
Further, these IAS, IPS, IRS, IPoS officers are supposed to be framing law and maintain law and order situation. These people are law enforcing people and supposed to control the situation, so do you expect from these goons to make rule for us.
I think in short, I have told enough. I do not think any of these protesting people will be ever able to qualify civil services. It need lot of patience, lot of study and of course hard work. Whereas matter of humanities student concern, earlier and now, it is known fact that a person appearing for civil services are expected to know various subject. In the same manner, a science graduate is expected to know history, political science, commerce, economics and so on.

Government in fact did not change the date but confirmed that english mark will not be counted.
The protesting "students" did not settle on anything and they want to scrap CSAT at all. What a shame? The Aptitude test is a kind of your mental ability test, your reasoning test and you want to go away with it? The regional parties also want to play politics out of it which is sad. (I cannot expect better than this).
An MBA demands you should have at least 50% marks in graduation but civil service accept you even if you have scored just passing percentage of 35% and 40%. In the past, it is evident that those people with very low score in graduation have also passed Civil Services. So, this excuses is a bull shit.
