Universities offering distance learning courses in India- Tamil Nadu

Hi Friends,

Thanks a lot for you overwhelming responses. This inspires me to write more about it and share with you. This is the 3rd in the series and in this I am going to write about universities and institutes  from Tamil Nadu (recognized only) offering distance learning courses in various stream. They may centre beyond Tamil Nadu also.

I wish I could post daily two blog post related to this but due to lack of resources- specially time, I am not able to do it. However, I am putting my all efforts to finish it at earliest.

Tamil Nadu is hub of distance education and it is pioneering in it. I believe at least 30 lakhs students from different part of the world are studying from various universities from Tamil Nadu and few of them are really prestigious universities. Their courses are equally good. Few of them are involved in large malpractice and the university officials may or may not aware about this but it is happening with the nexus of university officials. Recently, there was news that how  university officials from University of Madras were involved in altering marks of the students in computer system so they could get pass the degree. Unfortunately our Indian degree hungry mentality should be blamed for it. I do not think this take away prestige of University of Madras- one of the oldest university in India.  The best thing about Tamil Nadu Universities is- they offer many vocation oriented courses useful for employment and self employment. It also offers courses for those who have not completed 10+2 and have completed 18 years of age or more and now wish to pursue a degree programme. It has maximum no of such courses much more compared to available with IGNOU and other universities (please note: Only Tamil Nadu Open University can offer such courses as through a resolution, Tamil Nadu Government has withdrawn all such courses from other conventional universities in Tamil Nadu)

NAAC category: Not applicable, NAAC does not rate open universities

Admission open for non HSC passed: Yes, through eligibility test for BA, B.Com, BCA, B.Sc. (Mathematics, Geography). B. Litt, Diploma in Media Art, Certificate in Teaching of English, Certificate in food and nutrition, Diploma in databases

Reputation: This is a Tamil Nadu State Government Open University and its qualification is acceptable for government job and higher studies. 

Territory and jurisdiction according to UGC and DEC:To the entire Tamil Nadu State only. 

Information about the university: 

The Tamil Nadu Open University was established by an Act (No.27 of 2002) of the Legislative Assembly of the Government of Tamil Nadu to benefit those who have been deprived of and/or denied the access to higher education especially destitute, physically challenged, working men and women, economically weaker sections of the society, and those who discontinued education for various reasons, etc. In the main, it aims to reach the hitherto unreached. The University offers many Programmes in various disciplines. The Distance Education Council, Indira Gandhi National Open University (IGNOU) paid rich tributes to the Government of Tamil Nadu for having established TNOU thus: Given the geographical extent, population and actual need of Tamil Nadu, the setting up of Tamil Nadu Open University by the Government of Tamil Nadu is the right step. We appreciate the Government of Tamil Nadu for having taken this bold and knowledgeable step. This step of the Government of Tamil Nadu shall prove a boon for women, physically challenged, rural poor and marginalised sections of the society and we are committed to support it academically as well as financially. In a short period of six months, Tamil Nadu Open University has done a remarkable work. The University, we understand has initiated steps for recruitment and the announcement of programmes, both of which would not have been possible without considerable ground work and are really commendable. We are sure the action of Government of Tamil Nadu will help us increase enrollments and move towards the targets of 10th Plan.

Earlier, other universities in Tamil Nadu also used to offer degree programmes for non 10+2 candidates finally it is decided that only TNOU should offer such courses and other universities withdrew it.

Controversy: Although UGC and DEC allow state universities to offer distance learning courses anywhere, it prohibits offering courses other than own established and run study centre i.e. a private individual or institute cannot run a study centre even of a state/ central universities. Tamil Nadu Open University has violated this and given franchisee of study centre to private individuals. This may lead to degree racket in those centres by offering malpractices, helping in cheating etc.

Reputation: This is a Tamil Nadu State Government University. Started as a private college in 1929 and elevated as a university. This is a residential university (it does not and cannot affiliate any college under it). Well known for its distance learning programme as well as for its full time courses. 

Territory and jurisdiction according to UGC and Act of the university:Only  in Annamalai Nagar, Tamil Nadu

Information about the university: 

he Annamalai University is a unitary, teaching, and residential university. It was founded by the munificence of the farsighted and noble hearted philanthropist and patron of letters the late Hon’ble Dr. Rajah Sir Annamalai Chettiar of Chettinad, Kt, LL.D., D.Litt. He started several colleges, and ultimately, the University in 1929. Since its inception, it has progressively tried to realize the aims of the noble Founder Pro-Chancellor. After him, his illustrious son, Padma Bhushan Dr. Rajah Sir Muthiah Chettiar of Chettinad, was the Pro-Chancellor from 1948 to 1984, and he sedulously nurtured the growth and development of the University.

My experience while interacting with this university in several years has been good. They are prompt in responding, Course content may not be so much of good quality. If you look into the courses, it is most innovative, unique, vocation and skills oriented.  The courses are really affordable.

Tamil Nadu Open University has violated this and given franchisee of study centre to private individuals. This may lead to degree racket in those centres by offering malpractices, helping in cheating etc. I saw its study centre at Mumbai, it is in 200 sq feet commercial shop, no other support. It needs to improve on this.

Territory and jurisdiction according to UGC and the Act of the University: Coimbatore, Nilgiris and Peruiyar District of Tamil Nadu

Information about the university: 
The Bharathiar University was established at Coimbatore by the Government of Tamilnadu in February, 1982 under the provision of the Bharathiar University Act, 1981 (Act 1 of 1982). The Postgraduate Centre of the University of Madras, which was functioning in Coimbatore before 1982 formed the core of the Bharathiar University. In May, 1985 the University received the recognition from University Grants Commission (UGC) New Delhi for the purpose of grants.The courses are lot and meet need of every individual. Best thing, they have put some study materials online too (even Madras never did it and only IGNOU has started such initiative. Courses are good. Has lot of MBA specialisation but not sure about the quality.

Controversy: Prima facie it seems that this university is in hurry to make quick money and opening so many centres. The Government of Tamil Nadu established the Periyar University at Salem on 17th September 1997 as per the provisions of the Periyar University Act, 1997. The University covers the area comprising the districts of Salem, Namakkal, Dharmapuri and Krishnagiri. The University got the 12(B) and 2f status from the University Grants Commission and has been accredited by NAAC with B+ grade in 2007. It is residential cum affiliated university. Some courses of this universities are good and designed by keeping in mind the current job scenario however, on its prospectus, it does not mention the fee. This university's website is not updated at all. I am expecting that students will face lot of difficulty to contact university officials after enrolling. The good point is that, this university makes attendance in PCP classes as mandatory- it is a very good move.

Controversy: This university has been under lot of controversy. First of all UGC has recommended to cancel its status as a deemed university and the matter is still pending in the supreme court. Second, this universities are offering so many courses, I doubt it really has the capacity. Third, it has franchised its distance education which is violation of the UGC and DEC directive. Fourth, being a deemed university, it cannot offer course except at the state where it is present but it is offering courses everywhere. In Mumbai, it has given franchisee to Swami Vivekanand "college" of distance education which is a one room office and was involved in degree scam with Madurai Kamraj University earlier. It was an agent for offering distance education.

The Shanmugha Arts, Science, Technology & Research Academy, known as SASTRA University, is a deemed university in the town of Thirumalaisamudram, Thanjavur district, Tamil Nadu, India.
SASTRA University started in 1984 in the form of Shanmugha College of Engineering, affiliated to the Bharathidasan University, Trichy. The Tamil University, Thanjavur, in Tamil Nadu, India, was established to provide higher research in the Tamil language and advanced study in allied branches such as linguistics, translation, lexicography, music, drama and manuscriptology. In post-independent India, in September 1981, the location of the Tamil University was chosen on the outskirts of Thanjavur. The Tamil Nadu State Assembly unanimously passed the Tamil University Act in the second week of September 1981 and the first Vice-Chancellor took office a week later, The University Grants Commission gave recognition to the university in 1983. Few of its distance learning courses are really worth creating employment and self employment opportunities but not sure about its quality. Controversy:  A lot of. First of all its staff caught on the case of changing marks in computer records, second CAG found it violating DEC guideline (MBA programme 2 years instead of 3 years, no entrance exam was taken. My personal observation is that I found its Mumbai, Kurla study centre is involve in degree racket. They charge money and sure that you copy and pass the exam (degree for sale at Rs. 50,000). It has given study centre franchisee to private individual. I guess the Mumbai centre is managed by mallick who was involved in degree scam at Madurai Kamraj and Kakatiya University's Mumbai centre during 2002-05. I self complained and closed down Kakatiya's Mumbai centre but mallick is still doing it fully with few other Tamil Nadu Universities. 

However, I have seen positive side of this university too. It is one of the most reputed university, further, its all centres may not be involved in such degree scam and it is still better than many other universities.

Controversy:  Nothing, it is one of the most reputed university. By the course itself, one can imagine that they are not offering large no of courses. They are focussed on very few but quality course. Look at M.Sc. Free open software course. I think DEC should grant recognition to it even without looking (to be frankly, DEC has not done anything great by granting recognition as it has handled the job very badly.
