The Fact of ICFAI Distance Learning Programme

Hi Friends,

The war against degree seller continues. I wrote to DEC, UGC and ministry of HRD, government of India about manipulation of ICFAI University alongwith many other private universities. I got communication from UGC saying they have forwarded my complaint/ representation to concerned universities and today ICFAI University replied me on that. I think I must write it here so the readers will get enough clarity.

1.     The ICFAI University Sikkim (IUS) is in receipt of your complaint mentioned above sent to various addresses.

2.     The IUS conducts distance learning programmes from this location awarding degrees in subjects which are taught in the University.

3      It may, kindly, be noted that degrees are awarded only within the framework of the regulations applicable. We shall be grateful if you can provide specific information regarding alleged fake degrees awarded by this University for our investigation and other follow up action failing which we shall feel free to conclude that your allegations with respect to the IUS are incorrect and defamatory in nature. The undersigned will be grateful if this information is provided at the earliest.

My reply and the fact:
Dear Mr. Subhash,

It is glad to see that you take time to respond.

First clarification: The fake degree allegation is against EIILM, MGU Shillong and CMJ University specifically not against you i.e. ICFAI.

ICFAI is involved in money making scheme through offering degrees by violating DEC norms and violating it. I think I should have been very specific when I wrote about it.

The another fact is that, through the judgment of PRf. Yashpal V/s State of Chhatisgarh and others, writ petition civil no. 19 of 2004, your University was also faced de-recognition after honourable supreme court order. After that you find a way to establish private university Dehradun, Tripura, Sikkim, Hyderabad, Jharkhand, Mizoram etc. The purpose of establishing same university is these different states are nothing more than a long term planning to earn money by offering distance learning programme and if honourable supreme court again de-recognize one particular state university, operate through other state. Another strategy is to skip / comply from the DEC norms that the private university can offer courses in the state where they are present (in any case if bribing to DEC and UGC will fail)

You will start a university for namesake in that particular state and mainly will focus on selling distance learning degrees (low cost, higher returns).

Well, let us discuss about the main points:
1. As of now, DEC has recognized following ICFAI distance learning on following conditions 

a. ICFAI University, Hyderabad, 
Programme recognized: Master of Management Studies, MBA (Financial Management), MBA (Hospital Administration) only. Year of recognition: Till 2012-13
So this means the validity period has already over.

Violation: You are offering more degrees than the recognized. You are offering following courses as mentioned in your Hyderabad ICFAI website
Courses offered:
BBA
MBA- General
MBA (Marketing, HRM, Business, Hospital Management, Telecom Management)
Executive MBA (Based on case study method, much better than MBA above)
PGDFA

Diploma in Investment Management
Diploma in Derivatives & Risk Management
Diploma in Global Financial MarketsDiploma in Talent Management
Diploma in Innovation Management
Diploma in Retail Management
Diploma in International Business

Violation 2: 

Who can pursue MBA through distance mode? DEC guideline
ELIGIBILITY CRITERIA

The minimum entry qualification to the Post-Graduate Programme in Management (MBA) is that a candidate should be a graduate in any discipline recognised by the Association of Indian Universities and should be employed at managerial/supervisory positions. A post qualification experience of 2 years at the managerial/supervisory level may be considered desirable.


ADMISSION/SELECTION PROCEDURE
The students of Post Graduate Programme (MBA) be admitted through entrance test. The written test should assess:
" Reasoning ability
" Comprehension and vocabularies
" General knowledge and
" Quantitative abilities
to check preparedness of a student to undertake management studies. In addition to the above, it could also examine the students capability to learn through Distance Mode. The short listing of candidates may be done according to merit prepared on the basis of total profile which may include :

" performance in written test
" work experience
" previous academic records
" performance in group discussion and interview.

Written test should have at least 75% weightage in overall admission procedure. Where admission is not done on the basis of an All India entrance test, it would be desirable that candidate possesses minimum 50% marks in qualifying examination (Bachelor Degree).
DURATION
Considering the learning experience to be provided to the students, the duration of MBA level Programme in Management should be minimum 3 years.

STUDENTS INTAKE
The intake of students to MBA Programme in a single year should be decided according to the infrastructure available with the Institutes, number of study centres, human resource available, audio/video support and library facilities etc. However, for the new institutions the number of the students intake should be kept to the minimum of 500 in the initial stage.



Violation #1
From year 1 onwards only, you admitted more than 500 students

Violation #2
All students admitted without an entrance examination

Violation #3
You admitted fresher without any experience. It just supplied with useless paper degree from a useless university. 

Violation #4
Duration of MBA (distance mode) kept 2 years instead of 3 years

Violation #5
Being a private university, you are not allowed to offer programme other than the state where you exist. Since your only following state universities are approved:Andhra Pradesh, Mizoram, Sikkim, Uttarakhand and Tripura, how you can offer programmes in many cities and state where you do not have approval?

You qualify the student on the basis of 1 question having 4 multiple choice of answer, just select "right answer" and you are pass.
Do you apply same methodology for a full time MBA students from ICFAI Business school too? 
As UGC has asked other universities to accept degree awarded in distance learning mode by other university subject to the condition that the degree should have been awarded in same manner of the other university.
Sir, I can bet that none of the central or state universities violate this as their manner of taking exam and awarding degree is same as of the regular full time degree course. You did it because you want to be a diploma/ degree mill and earn huge cash. How UGC and DEC are ignoring this, is matter of concern.

You do not admit any students to ICFAI Business School Hyderabad without an entrance exam then how can you offer MBA programmes in distance mode without an entrance exam (refer your website:

"MBA

Admissions is based on IBSAT 2012 and Interview. GMAT scores (from 2009 onwards) and CAT 2012 scores are also accepted in place of IBSAT 2012. Candidates with GMAT score of 550 and above and CAT percentile of 75 and above are exempted from IBSAT 2012.
IBSAT 2012 is an aptitude test based on Computer Based Test (CBT) format. The test is conducted from December 15, 2012 - January 06, 2013. The test is of 2 hours duration and is conducted in 4-5 sessions per day at test centers all over India. For further details please refer the Application Guidelines."

So what exactly you are doing with the distance learning programmes other than desperation of selling degrees?

Please provide following information:
Do you verify degree of every applicant from the university and board of the applicant whether they have cleared the degree or not?

Do you take original mark sheet, transfer certificate and migration certificate from the candidate?

Please clarify whether mode of exam and evaluation for every programme of ICFAI University full time and distance learning is same i.e. multiple choice answer, no class room, no compulsory case studies and no practicum as, when and where required.


This put big question on Distance Education Council (DEC) too
Without inspecting premises, course materials and other details how DEC can give approval to 4 different campus of ICFAI University.

It is also worth to be noted that when DEC grants approval, it clearly states that one need to take approval from respective body separately i.e. AICTE in case of technical and management programme. 

Misleading information
In your prospectus you do not talk about DEC reocgnition, you say that companies do not discriminate between a full time MBA and a distance learning MBA. This is not the fact. A distance learning MBA holder does not get the job easily. It is good only for those who are working somewhere. The alumnus you have mentioned in your prospectus are not alumnus due to ICFAI MBa, they were already employed there and you have used the company's name without the company's approval. It is infringement of their intellectual property (brand, logo etc.). 

It is known fact that for years you mislead Indian students by offering programme like CPA, CFA, C-RIM which you have to stop due to lost legal battle. Morevoer at that time too you offered MBA and MCA programmes (almost 10-12 years back) when you did not have even the deemed university status. 

This business game must need to stop and you must come clean hand. It is worst to see that DEC is not taking any action and you are happy with the selling degrees, making people easy to get admitted and get easy to pass.

  1. hello.I am a regular visitor of your page.I have some confusions regarding distance pgdm and pgdhrm from imtcdl.this cdl stands for center for distance learning and it is a part of imt ghaziabad. i am a working professional and its impossible for me to leave job,so i can not join regular courses now.so i want a distance mba/pgdm(equivalent to mba) course and want to go for specialization in hr.i checked AIU website,they consider imt ghaziabad pgdm as equivalent to mba but there is nothing written on imtcdl.my question is are both pgdm of imt and imtcdl same and equivalent to mba?in the imtcdl website,i had gone through the alumni section,and found some alumni of imtcdl who are currently professor (regular,not part time) of imtcdl having pgdm of imtcdl.is that pgdm allow me to continue further education like research work? i am from kolkata,and imtcdl is having center here.i will wait for your reply.

    1. Hi,
      IMT CDL's PGDM are not equivalent to MBA. ONly its full time PGDM are equivalent to MBA.
      For reserach work and academic job for management teaching, you must be an MBA or equivalent with NET / SET with minimum 60% marks or equivalent CGPA in MBA and Ph.D is mandatory for appointment as a professor and principal.
      In this case IMTCDL PGDM is not useful.
      You may do 2 years distance MBA from Pondicherry University or University of Madras who have exam centre all over India.
      If you are in Delhi or nearby area, you may also pursue 2 years MHRM from Jamia Milia Islamia which is available in distance mode. You may prefer FMS Executive MBA which is a weekend course and conducted at FMS Delhi.
      You may also opt IGNOU MBA as per our convenience.

      I have made contact with both Pondicherry University and University of Madras.I am more interested in Management programme of pondicherry university,but problem is that I can not understand their admission procedure.there are two segments called "academic year admission" and "calender year admission".apparently it looks like the time of getting admitted to a course is the "academic year admission" and calender year is to get admitted in even semesters.I know you are also from pondicherry university.would you please tell me what are exactly meant by academic and calender year admission?Madras university also has these two segments.

      I am a CA working in a PSU for 4 years. I want to do MBA Fin.
      But I am at a loss which Univerity/Institute should be selected.

      Can you please help to suggest.

      I was thinking about Distance Learning MBA from ICFAI Sikikim.

      I have also searced Narsee Monjee, IMT Gaziabad.

      But I dont feel to be interested in any Govt. University.

      Actually I want to read some quality material and I have heard that ICFAI has updated and quality material.

      MBA from ICFAI is 67K and IMT 100K. From IIM is too costlt 2.52/5.5 Lacs.

      Distance Learning from IMT will require Intense efforts like Assignments and 24 Papers and Project.

      Can you please help me to decide.

      If you are working for a PSU, your degree must be in accordance with the UGC guideline as well as DEC and AICTE guideline too.

      ICFAI, may be the study material quality good but definitely not the assessment system and the way the degree is awarded.

      You may opt IGNOU. Although it is a central university, its study materials are best amongst other university and being a PSU employee, helpful for you too. Kindly help me with your work location to suggest institutes

      Thanks for your response. I accept your suggestion that I should go for a degree in accordance with UGC/DEC/AICTE.

      But let me tell you that a PSU has its procedure of promotions and all. It will not accept my MBA degree from IGNOU/ICFAI or even IIM. I will be condiered for promotion after due years of service and recommendation of my Boss.

      Ok let it be. I have heard and I personally feel that IGNOU course material will not be upto the mark. Therefore, I was planning to go for ICFAI.

      Now, I have talked to ICFAI and They now conduct all exams Online and 70-100 questions in 2 hours. Their assessment menthod may not be that good.

      So, I am searching other options now.

      For your information, I am presently posted in Kakinada, A.P (120 kms from Vishakhapattanam.

      I have searched for PGDM form AIMA and IMT. IMT is No. 1 in Correspondence MBA for 2013.

      What I did not like in both of them is that Both have Assignments and Project Work. Both charge 1 Lacs for fees (Exam Fees extra). In both, I have to attend classes and Both are tough (as I think :).

      I dont want to be in Assignments headache. But Course Material should be good and updated.

      Hope you will not get bored on reading too much stuff of mine.

      Please advice something if I am right or thinking too much.

      I agree to your point on promotions in PSUs however if for a specific post or promotion, if MBA is prescribed as a qualification, then you must have it from an approved institute. I value your thinking to seek knowledge not the degree.
      Since you are already a CA you may pursue M.Phil directly,
      Andhra University offer part time M.Phil

    I'm really impressed by your blog which gives good information to the many people. I would like take your advice on my further education.

    Brief introduction about my Education and Professional background:
    I have done B Tech in computers from JNTU and having 5 + years of experience in Software Industry.
    I'm planning to do by MBA/PGDM by distance mode preferably by online mode.
    I have planned to do mba to enhance by career growth and understand the business/functional side of companies/industries which will help me a lot in my IT field. As I work in Business Intelligence domain.
    The reason I have chosen for online MBA is not to have breaks/discontinuation because of travelling to abroad, as I have to travel abroad as part of my job and I can't afford time for full time mode MBA due to time constrain and personal reasons.

    Here are my queries
    I have chosen IMT CDL for my PGDM course in IT in online mode, which I found best in present universities/institutes. Please provide your comments on my choice.
    By going through your blog I understand that it's not equivalent to MBA and can't do PhD further; Perhaps I don't have PHD plans in future. My question is does PGDM which is not equaling to MBA will affect or have impact in corporate world compared to MBA?
    I understand PGDM is not equal to MBA I can’t do PHD that’s fine to me, but can I show this degree when I’m applying for govt jobs as add on or qualification as the PGDM degrees as it's UGC recognized degree?
    Is PGDM from IMT CDL is a govt recognized degree although it may not be equal to MBA/Masters but can I show it as PG Diploma degree?

    Also, if you can suggest any other good universities/institutes it will be appreciate.

    P.S: I have chosen IMT CDL over other govt universities is due to brand value and its acceptance in corporate world.

      No dubt IMT has a a big brand value but when it comes to distance learning programme- not exactly.
      See, corporate hires full timers from campus so then know exactly about the PGDM but for distance learning programme, they just treat as a distance learning diploma
      For government job a where MBA is a prerequisite, one will not be able to apply with IMT CDL however, knowledge wise it may be very good.

      I couldn't afford full time mba in terms of time and other personal reasons.
      Related to degree I may not be able to apply govt jobs where MBA is required, it's fine for me, perhaps most of the govt jobs ask Bachelors as per my knowledge.
      My worry Point is : I would like to know is this Degree valid and recognized by UGC?,
      it may not be equal to MBA, but I'm worried that this degree is not valid from govt perspective.
      My expectation is PGDM from IMT CDL should be a valid degree which is recognized by UGC/Govt. May be not equal to MBA/Masters but should be PG Diploma, is my understanding correct?

    You mentioned that as per DEC guidelines, minimum duration of distance MBA programme should be 3 years, does that mean Pondicherry university is also violating this rule as they offer 2 years MBA and hence their degree is also invalid?

    I am planning to do distant MBA from ICFAI university as it is more flexible than any other university. I have completed B.Tech and working for the past two years. They say that they provide online examinations abroad. As I may relocate to the middleeast I would like to know the genuity and validity of the same. Kindly help me out. Also that if there is ay university that provides the same so that my course doesn't break and that I can write exams.

    I am Software Professional with 5+ years of experience. I am currently residing out of India, hence I am looking for an Distance learning MBA program (General MBA/ IT & Service Management).
    Could you please suggest a good program for me. I have a valid GMAT score of 620 as well.
    Also I don't want a Program with compulsory attendance, since most of the Institute conducts lecture on Sunday and being in Middle east Sunday is working day for me.

    recently ICFAI vadodara,gujrat branch has contacted me for their PGDFA-(post graduate diploma in financial analysis.

    it is distance course once again computer testing system MCQ pattern exams.

    they say their course is recognized in indian & abroad & even RBI hires their passouts.

    i want a USA level CFA education here in india .
    is it possible in distance mode ?

    My name is chetan, currently i'm working as a service engineer with 9+years experiance and considering to go for BBA from ICFAI, but after reading through your page, i'm confused, i need purely online option cause of my job profile i won't be able to attend any college or do any assignments.
