HR case study conflict management in a team

*Case study- conflict in team*
Raj has recently joined in the business development team of a service sector firm. He comes with more than a decade of experience and has successful track record. After joining, he realised that there is a incompatibility with his reporting head. Raj has his own working style so his boss.
Raj's boss wants every single movement update whereas Raj focuses on the end result I.e. the outcome. Raj also believes that his boss is very good in presentation but not in the result. For example, her boss hasn't achieved anything in terms of new account in the last fiscal year. He also cites he often hear his boss rudely behaving with the front end staff of the client or prospective client.
Raj has recently joined the organization and within this time frame he has started to think quitting the organization. Recently, during an outbound meeting, Raj was sharing his plight with another colleague with whom he was sharing the room and his boss barged into his room and picked up the fight with him. He was verbally abused.
As an HR how do you see this incident ?
Do you think you as an HR should intervene? Why?
What should be the organization's action on this?
How will this affect the productivity and growth of the organisation? Organisation is stable but want to see double growth in the current fiscal and BD plays vital role.
Any experience of such conflict you have handled and hit and misses from handling such experience?
