How inefficient and careless is our Police department

I am writing this article after lot of thinking and experience. 
I have dealt with police multiple times and I must agree that the department which has to be very humane in nature, supportive and prompt are in fact most inactive, corrupt, inhumane and careless. 

I feel, the motto of Maharashtra Police to be renamed as "Khalrakshnaya Sadnigrahanaya" meaning: Lets protect the bad and destroy the good. (The original is "Sadrakshnaya Khalnigrahanay"

Recently, a gang of thieves / pocket pickers stole my wallet at Vasai Railway Station which had lot of valuable documents and cards but no money. That was the last train to leave, so I decided to lodge a complaint alighting at the destination. To my surprise, the constable./ officer from Government Railway Police from the station  named Gaikwad refused to take my complain and asked me to go around 30 KMs ahead. In fact, he could immediately call the local police station and would have alerted them (The vasai Railway station Police), but he was cool and calm. I gave him my contact details and list of the documents. But, he did not act. Believe me, this is not the first instance. They never lodge FIR for any theft. For them, theft is only if somebody has actually seen the thieves snatching away their valuable forcefully, otherwise it is just a missing case. 

 The intention behind this is not to tell people and take sympathy, rather , I want to expose how the law enforcing agency- Police works. I was silent for a very long time. Imagine, you go to a police and they refuse to receive a complaint, imagine someone sends email but they do not respond. Cannot these documents be misused? I know when this message will spread, definitely somebody will find the document and return to me and at that time, it will be exposed that people network is more efficient than the said police force. The GRP (Government Railway Police) personnel on duty could immediately inform the Vasai Railway Police to keep an eye. Commuters complained that such gangs were very active. I was not aware that such incident occurs, otherwise I would have travelled by my personal vehicle. Now, in this technology era, sad thing is, there is still no online FIR system. If FIR made online, it will expose that the crime rate is much higher than what they claim. Imagine, everyday many people lose their money, mobile etc in public transportation system and they never register an FIR.

Here is the details of the documents. I request you to share it to maximum people. This article will definitely force our police force to act. 

I lost of wallet (it was a organised theft) on 20th December 2014 at 7.03 PM (or around time) at Vasai Railway station in the Vasai Diva shuttle train. I tried to lodge a complaint at Bhiwandi railway station, but the GRP on duty (Gaikwad) refused to take complaints. He asked me to provide my contact details which I did but more than 11 days passed, there is no response. Even I sent email to Mumbai Railway Police Commissioner but there is no response.
It contains very important documents as follows:

1. PUC Certificate for my two wheeler Mahindra Centuro bike, renewed today 
2. My RC smart card original issued by Thane RTO for my Mahindra Centuro bike 
4. My Driving License issued by Thane RTO Original- in the name of Govindprasad R Sharma
5. My Original PAN with the name Govindprasad R Sharma
6. My Metro Smart Card
7. My Railway ATVM Smart card
8. My Train pass and I card
9. My Debit cards
10. My multiple credit cards
11. My Official I card

other important materials.
I am sure the thief has thrown it somewhere as it did not have any money or valuable thing.

Surprisingly, I neither got call nor confirmation from them so again, I posted it on their facebook page as well as started to ask people to share the message. 

Following are few examples of apathy of police department. 

Few recent examples:

1. My sister booked a flat in P Tech Valley, Mankoli as it was just 15 minutes away from Thane Railway Station with all their savings and paid money to the builders trusting on their advertisement. The builder suddenly stopped the work and when we approached to the builder for money, he refused to do so. He even did not respond to the phone calls. We lodged complaint to Narpoli Police Station. They did not take any action, whereas the case was of cheating and forgery. The Police finally replied in writing to approach the court under section 148 of negotiable Instrument Act which is useless and wastage of time.

Dear Sir,
My below complained filed almost 6 months back is self explanatory and provides all the necessary details to you. I have filed this complaint almost 6 months back and unfortunately, there is no action has happened.
Day before yesterday, I got a call from the agent, through whom I had purchased the flat that the construction activities have started again at P.Tech Valley, survey no. 11, hissa no. 6, behind Zilla Parishad School, at po: Mankoli, Village : Mankoli, Bhiwandi- 421302. When I visited the office on Sunday afternoon, the person informed me that the flat which had been allotted to me (flat no. 201, B Wing, P. Tech Valley Phase 2, P.Tech Valley survey no. 11, hissa no. 6, behind Zilla Parishad School, at po: Mankoli, Village : Mankoli, Bhiwandi- 421302) has been sold to somebody else with the name Ahire.

I had requested to take appropriate action on time but due to delay, the builder cheated us as well as many other people who paid them money for the flat allotment. I do not know whether this is nexus between the law enforcing agency and the said Yuvraj Ravi Kishor Mishra (other wise how is he out of hand of the law). We also doubt that he has taken necessary approval for the construction activities of the building as he never shown the same to us. It is our hard earned money and partially borrowed from our relative. This has made our life extremely difficult. We are attaching all the necessary documents herewith for your perusal and to file a case against the said Yuvraj Ravi Kishor Mishra   under section 415 of IPC, 418 of IPC and 419 of IPC and any other section which may fit into the case.

I hope this time there will not be any delay from Thane Police Commisionerate’s part to take action.

You can imagine the whole situation how one need to struggle. The money is still stuck and Police has simply taken bribe and did not act. Surprisingly, no action was taken by the commissioner's office. The P Tech valley has again started the booking so the flat.

The Second case is of one of my friend's friend Nehul. His nike got stolen from  his compound. The thief's image got captured in CCTV, but police "could not capture" them. Not only this, he needed some documents to get his insurance, but the police is not giving him because, he refused to pay bribe (indirectly the constable handling case to opt "another way" to get the document, never demanded direct money). Even the online complaint filed to Thane Police Commissioner was of no use.  Even a constable does not fear of a commissioner as everyone gets their share.

I think this is time to act as a citizen and we must force them to do their duty properly. They have to respond us and there must be online FIR system.
