This is my 14th post in the series of distance learning education in India. through each such post, I have been explaining everyone of you the approved universities in India. Through this blogposts, I have been providing information about territorial jurisdiction of every university, all the courses they are offering till the time of posting the blog and whether the university is involved in any controversies, degree scams etc.
Students need to be very careful while choosing the distance learning. If students looking degrees just for the namesake and for private jobs, they may choose any universities without any controversy. If the students are looking for higher education in India and abroad, public sector job, migration to out of India, they must pursue the course within the jurisdiction of the universities. In Delhi, there are various central universities which are safer to pursue the courses in distance mode from anywhere part of the world. It includes IGNOU which has world over jurisdiction and has largest no. of students and various innovative courses. However, it has involved in one or another scam when DEC was under this. Let us look into the list in detail.

Started in the year 1985 to make higher education reachable to remote part of the country and those who could not complete it in conventional mode, it is the central university of India under highly incompetent ministry of HRD, government of India. This university has been established through an Act of Parliament and the most powerful university in India. Today, almost 35,00,000 students are on roll of it (and do not know how many pass from there (i self enrolled and left in almost 3 courses due to their poor service and lack of responses) and how many really get help from the university to get placement after completing the course (I sent job offer as an HR thrice but they never bothered to reply; such an attitude they have). If managed well, it can be no. 1 university in quality and delivery.

It offers hundreds of courses everybody need. Whether you need Ph.d or Masters or any courses, whether for job or for your own development, it has everything. In fact, if IGNOU is managed properly, India do not need any other open and distance learning institutes. The course content are very high in quality, exam are rigorous. It is easier to pass 3 years degree course from Mumbai University but it is not easy from IGNOU. I strongly recommend that people should first look at IGNOU before opting any universities but you really need to be committed to complete the assignment, devote 2 hours for study every day. This university does not require any introduction. Getting a degree from this university is adding prestige to your resume. However, although it says the department "school of Open Learning" it puts restriction like major in the similar subject, minimum percentage in graduation and 10+2 for admission which annoy me (although I am eligible for its any programme). I believe percentage does not show one's ability to perform in the course. That way, Mumbai University is much better at least it offer PG courses to students from other stream too, on the basis of an entrance exam. Such practice make some sense. However people and recruiter need to beware that a fake university with the idential name is running degree racket in Delhi (It is called DELHI COMMERCIAL UNIVERSITY) and few smart chap write in their resume "Delhi University" which is wrong.

Rashtriya Sanskrit Sansthan has now been declared as Deemed University on the recommendation of Universtiy Grants Commission by the Ministry of Human Resource Development , Department of Higher & Secondary Education, Shastri Bhawan, New Delhi vide their notification No. 9-28/2000-U.3 dated 7th May, 2002 . The University Grants Commission has also notified the above declaration vide their notification. It is a central deemed university offering various courses in Sanskrit. Unfortunately Sanskit is neglected and not promoted well.

You have remarked IGNOU as a University with no controversies and highly recommended. May be you had not heard about the Delhi High court order dated 23.07.2013 reprimanding the IGNOU in a very harsh manner for destroying the future of thousands of students who enrolled for various programmes of the IGNOU under the Community college Scheme http://www.indiankanoon.org/doc/36411717/. You have to update your blog and mention about the controversy surrounding IGNOU and change the recommendation status from highly recommended to "not recommended". I am one of the students who has lost three years of my studies and lakhs of rupees due to the callous attitude of IGNOU

DeleteSorry to know about you. See, when I posted this blog post, the judgement was not out. Second, the community college model was of IGNOU's ex VC V Rajashekharan Pillai who is the most corrupt educationist alongwith Sukhdeo Thorat ex chairman of UGC. Pillai is responsible for degree scams by universities like SMU, PTU and KSOU and for changing stands one after another.
The high court judgment is based on
1. IGNOU being central open university and as per the Act of the university, is responsible to offer courses in ODL mode and the Act does not empower it to offer courses through affiliation. The private institute used the name and offered courses making it lookalike a full time course
2. Even the court decision has not termed the degrees as invalid. It said IGNOU cannot set up full time colleges.
Hence, the points I have mentioned that pursuing the programme from IGNOU is best in quality wise and safest is true (refer UGC notification / circular on distance edu)
