Universities offering distance learning courses in India- Karnataka

Hi Friends,

This is the 5th posting in the series. In this post, I am writing about Distance Learning Courses available from universities in Karnataka. I hope you will find it useful.

My advice is- always prefer to pursue a distance learning courses from a central universities. Then prefer a state university within the jurisdiction only. Avoid taking admission to any study centre outside of the jurisdiction of the university. In this post, I will add one more point about territoarial jurisdiction of the university in terms of regular full time course. This will give more clarity whether the institute is exceeding its limit.In Karnataka, there is no so much reputed universities offering distance learning courses.



1. Karnataka State Open University, Manasgangotri, Mysore



Approved by DEC: Yes, Till  2012-13




Type: State Government Open University




Admission open: August to November




Medium of instruction: English and Kannada




NAAC category: not applicable as NAAC does not accredits open university.




Admission open for non HSC passed: Yes, for limited courses like BA, B.Com




Reputation: Well known open university but violating the rules a lot. 




Territory and jurisdiction according to UGC and DEC: As per the Act of the University-State of Karnataka Only 



Territorial Jurisdiction as per the KSOU Act: There is no mention of territorial jurisdiction. Since it is a state Act, hence it will be applicable only to the Karnataka State. The Act says "It extends to the whole of the State of Karnataka"




Information about the university: 

The Karnataka State Open University established on 1st June 1996 vide Karnataka Govt. Notification No. ED 1 UOV 95 dated 12th February 1996 - KSOU Act 1992 is considered to be a reputed Open University amongst the open learning institutions in the country. Keeping in view the educational needs of our country, in general, and state in particular the policies and programmes have been geared to cater to the needy.


Karnataka State Open University is a recognised University of Distance Education Council (DEC), New Delhi, regular member of the Association of Indian Universities (AIU), Delhi, permanent member of Association of Commonwealth Universities (ACU), London, UK, Asian Association of Open Universities (AAOU), Beijing, China, and also has association with Commonwealth of Learning (COL).

Any controversy:A lot. This university violated AICTE guideline and offered engineering degree and diploma hence it got a DEC chow cause notice. It has appointed private company to enroll franchisee which offered people to start centre by paying Rs. 50,000 and violated the territorial jurisdiction. Being a state government university it is safe now. This has happened recently, earlier the university was well managed and working well. Perhaps the money bug hit.

Reputation: Known but not so reputed

Territorial Jurisdiction as per the Mangalore University Act: Mangalore, Kodagu, Udipi




Information about the university: 

Mangalore University is a public university in Konaje, Mangalore, Karnataka, India. MU has jurisdiction over the districts of Dakshina Kannada, Udupi and Kodagu.

Karnatak University was established at Dharwad in October 1949. It had its official inauguration in March 1950.

Information about the university: 

Gulbarga University was established in 1980 by an Act of Karnataka State. Its jurisdiction extends to the five districts of Gulbarga, Bidar, Raichur, Bellary and Koppal of Hyderabad Karnataka. Earlier it was a post-graduate centre of Karnatak University

It is still in the process of designing and decided courses, general UG and PG Courses are expected to offer from year 2013-14.

uvempu University is one of the youngest affiliating Universities in Karnataka. Established in 1987, it is a University with a distinctive academic profile, blending in itself commitment to rural ethos and a modern spirit. It has 50 Post-Graduate departments of studies in the faculties of Arts, Science, Commerce, Education and Law.

6. National Law School of India University, Bangalore

Reputation: One of the best reputed university for legal education in India. NLSIU was ranked first on both the Outlook India Top 10 Law Colleges of 2011 and Mint Top 15 Law Colleges of 2009, and first on the India Today India's Best law Colleges 2012.

Information about the university: 

The National Law School of India University (NLSIU) is an institution for undergraduate and graduate legal education in India. By popular estimates, the school consistently ranks as the most prestigious law school in India. Located in Bangalore, NLSIU was established by a statute passed by the Legislative Assembly of the State of Karnataka. The statute provides that the Chief Justice of India serves as the school's Chancellor. The Vice-Chancellor.

Any controversy: Recently, the university caught into controversy of fake degree racket by one of its staff and also inflating marks. However, University was never involved in such scam.

There is no other approved university offering distance learning programmes in Karnataka.

Further, DEC has already de-recognized it. Although DEC does not exist now, UGC is also not going to approve it to offer distance learning programmes considering it is surrounded by controversy.

    One query, if DEC is abolished.. how will people find on the courses of any distance education programme approved or not. Simple terms, is there any blog or site of your where people can confirm the real approved distance education university.

  2. Sir thank you. I have written my exams for DBHPS for B.com distance education. Got my marks card, but when check on DEC approved list this is not there. What do i do. is it fake.

    1. If you meant to say about Dakshin Bharat Hindi PRachar Sabha, It does not offer B.Com, it accept BA only. If it is BA, then valid

    Your blog gave me a good insight of many a things which I am unaware of or overlooked at, a BIG Thank you for that.
    Now I am planning to do Executive MBA where in i came across with Karnataka State Open Univeristy's details from above and would like to know regarding the controversies mentioned as they were dated for 2012 and hope by this time the real truth is out and university courses offered are verified. If so, can you share of any latest details please.

  4. validity of degree through distance education beyond their territorial jurisdiction.

    I Madduri Srihari, joined M.L.I.Sc. course ( Reg no : 13C7060047) from Madurai Kamaraj University main campus, madurai, Tamil Nadu through distance education in the year 2013 January session and written exams tarnaka centre, Andhra Pradesh in the year 2013 November and completed successfully.

    The degree obtained through Distance Education mode from academic centers which have been established by the state universities beyond their territorial jurisdiction shall be recognized or not.

    AICTE has put complete ban on distance learning engineering degrees and KSOU has already got notice for it

    There is no contradiction
    Pondicherry University can affiliate colleges in Union territories however through dEB regulation, UGC has clarified that any central universities can offer courses across India so please do not worry and go ahead
