Hi,
Through the circular issued by University Grants Commission on 28th May 2013, The Distance Education Council stands desolved.
This means from now onwards there is not any body regulating distance education in India.
Through my various blogpost and exposing universities selling degree in India, I expressed that DEC should stand desolve.
The UGC circular says that through ministry of HRD circular now UGC is vested with the monitoring of the quality of distance education therefore any institute should not start enrolling any new study centre.
The act of UGC is highly unprofessional, misguiding, creating confusion and haphazard.
I repeatedly told that only UGC should regulate distance education and it should not grant approval to any institute who are not a deemed university (central, state. private or deemed) and it must regulate certificate and diploma programmes too.
Now, UGC's this action create following question:
1. What will happen to all the institutes to whom DEC has given recognition?
2. Should students take admission to any universities offering distance learning course?
3. Why UGC did not prepare a guideline/ directives for distance education and then desolved the Distance Education Council?
4. What will happen to universities selling degrees through distance education like Sikkim Manipal, EIILM, Assam Down Town, CMJ University, Mahatma Gandhi University Shillong, ICFAI University, Shobhit University, Vinayak Mission University, C V Raman University and many others? UGC has self could not regulate higher education how it will be able to regulate distance education which is a big degree scam in India?

My Advice
1. Do not take admission in distance learning programme of any private deemed universities and private universities (list can be viewed from www.ugc.ac.in)
2. Always prefer a central university (Pondicherry, University of Hyderabad, IGNOU, University of Delhi, Allahabad University etc.) for pursuing distance learning courses.
3. If a central university is not available, then opt for state open universities. You can find the list of real open universities from:

4. If you do not find course of your choice and preferring for a private sector job, then opt for state government university. I have started compiling list and so far completed for Maharashtra, Tamil Nadu, Kerala, Andhra Pradesh and KArnataka. all are available at http://simplygovind.blogspot.com
5. Wait for further UGC guideline and do not get panicked. I have compiled list of fake institute and the universities having problems. They are:

What will be the outcome from UGC
As I have always predicted rightly about AICTE, CMJ, MGU Shillong and others and things happened exactly like that, I feel UGC will come with following points:
1. A non university programme will not get recognition (like SCDL, Welingkar, Balaji, IMT, NMIMS)
2. all the universities surrounded by controversies will not get approval from UGC to run programmes (like CMJ, MGU Shillong, PTU, SMU, Shobhit and other deemed and private universities)
3. Universities will ask strictly adhere to jurisdiction and should not offer porgramme beyond the jurisdiction mentioned in the Act.
4. Only Study centre run self by the university (no franchisee or partner system) will be allowed.
5. Private and deemed universities will not be allowed to offer any programmes other than approved for full time campus programme.
6. Approval from necessary body will be applicable before granting permission to start distance learning.
7. It will take at least 6 months to 1 year to come with new set of regulations which will be managed by corrupt and inefficient UGC people.

What is your stand on sub standard universities like JNTU ,hyderabad etc.I have come across one person who has done BE and MBA from JNTU with 80 percent plus but can't write a single sentence in english properly. (don't tell me she didn't study english literature). JNTU has more than 100 colleges which sell degrees and supply answers, the only difference is the students pay hefty sums and spend 4 years watching movies and enjoying girl friends. Distance education might be used for private jobs or promotions. But these regular students are supposed to bring great laurels to india by making india proud with their high standards. I just wonder why you just are after distance but not after regular colleges and universities which are a big scam. (Beware : If you tried to poke something at them in your blogs, management of one the colleges could locate you and harm you personally).May light shine on you sooner than later.

DeleteIf you know the colleges, you must expose them. I do that. I write petitions, I write RTI applications.
I am neither supporter nor opposer of distance mode or regular mode. For me, following ethics by everybody matters a lot. Yes, We must agree that education in our country has remained on just obtained degree.

ReplyDeleteI Madduri Srihari, joined B.L.I.Sc. course ( Reg No : A7A7558501) from Tamil Nadu Based Madurai Kamaraj University academic center, Warangal, Andhra Pradesh through distance education in the year 2007 and written exams in the year 2012 November and completed successfully.
The degree obtained through Distance Education mode from academic centers which have been established by the state universities beyond their territorial jurisdiction shall be recognized or not.

Distance Education by all Universities
Rajya Sabha
According to the information furnished by Indira Gandhi National Open University (IGNOU), any university set up by the Act of Parliament/State legislature or deemed to be university can offer distance education programme subject to the fulfillment of norms and guidelines laid down by the Distance Education Council (DEC) and other apex bodies. DEC in its meeting held on March 23, 2007 had resolved that it would not insist on territorial jurisdiction to be followed by institutions in offering programmes through distance mode and on that matter universities should be governed by their own Act and Statutes.
A list of the universities including deemed universities running distance education courses is annexed. IGNOU has informed that DEC does not maintain the details of the courses offered by these universities.
This information was given by the Minister of State for Human Resource Development Smt. D. Purandeswari in a written reply in the Rajya Sabha today.

I heard they also offer distance education and it's also better than KSOU..They also have approval till 2015..So is it safe to join Kuvempu University for distance MBA?? Also, are distance MBA's given value in today's job scenario??

If it is a distance learning degree, and if it is obtained when it had DEC/DEB approval and if it is obtained by applying directly to university from its main campus from meerut and by appearing all exams there only then only it is valid.
The university is recognized as of now to offer courses from its main campus only.

It was amongst the university suggested to be banned by UGC
Further being a private university even student can take admission from anywhere but they are supposed to appear for all exam at its campus in Meerut only otherwise the degree is invalid
now, this year, UGC DEB has withdrawn its approval for shobhit's degree
So in short the degrees are invalid

Hello sir, I am doing PGDCA from Punjab university Chandigarh(i take admission but i am not visit the college regularly because i covered my all syllabus through tusion , now i will give only final exam in may ) . On the other hand I got job in bank(clerk) i.e government job but if i cleared my Banking PO exam, then in interview is they ask how you do banking job and study simultaneously. And is they create any problem in interview ? Because sir i am preparing for specialist officer exam conducted by IBPS and the eligibility of this exam based on master degree.

Hi Govind Ji, I have BSCIT Degree from Distance Mode from Punjab Technical University Jallandhar in the year 2010. PTU were given recognition from UGC-DEC-AICTE joint committe to offer distance education across India. Kindly let me know the said degree is valid or not?

Hi Govind I am interested in doing BBA course and based on the information shared by you in some blogs checked with pondicherry university.I was being told the under graduate courses are not yet been recognized by ugc deb and hence they have not started the admission.In Maharashtra the option is Bharati Vidyapeeth but they have 14 subjects per year.I wanted to check with you if I can go opt for Madras univeristy though I understand as per UGC they are not suppose to conduct exams outside Tamilnadu.I reside in Mumbai which are the options I have for BBA or BBM courses.Awaiting your response.Thanks in advance
