Universities authorised to offer distance learning courses - Arunachal Pradesh, Nagaland

This is my 23rd post in the series of distance learning education in India. I am very near to complete state wise list of the approved universities offering distance learning courses.


After clarifying a lot to my blog reader about distance education programme and helping them to choose right and authemticate courses programme, I feel much relieved and my joy has no bound when I get thousands of such emails. 

North Eastern states (Sikkim, Meghalaya, Nagaland and now Arunachal Pradesh), Rajasthan, Madhya Pradesh, Chhatisgarh and Himachal Pradesh have become the centre point of degree scam. Degrees are sold like peanuts after charging heavy money. Sometime they are the real degrees but awarded in violation of UGC directives so they are nothing more than a piece of paper but most of the time, the universities only selling degrees through agent but later refusing to accept the same and as usual, the students are looser. 

Reader of my blog must understand that all these states are poor and backward in education. The private universities in these states instead of focussing on filling the gap, engaged in degree scam. Unfortunately, degrees are commodities now and are being sold in shops- through agents and now through online companies like educart and so on.

NAAC category: B expired in 2007, no re accreditation done. 

Admission open for non HSC passed: No

Reputation: Well known in Arunachal and a central university

Territory and jurisdiction according to UGC : All over India

Information about the university: 

Rajiv Gandhi University (formerly Arunachal University) is the premier institution for higher education in the state of Arunachal Pradesh and has completed twenty five years of its existance. Late Smt. Indira Gandhi, the then Prime Minister of India, laid the foundation stone of the university on 4th February 1984 at Rono Hills, where the present campus is located.

The University got academic recognition under section 2(f) from the University Grants Commission on 28th March, 1985 and started functioning from 1st April, 1985. It got financial recognition under section 12-B of the UGC on 25th March, 1994.

The University was converted into a Central University with effect from 9th April 2007 as per notification of Ministry of Human Resource Development, Government of India.

Exam Centre: Only state of Arunachal Pradesh

any controversy: No

Except this university, there is no other universities in Arunachal Pradesh as well as Nagaland to offer courses. It makes clear that all the other universities are involved in violation and may be circulating fake degrees. Now, I will provide clarity on few other universities. 

The Global Open University, Nagaland

The Global Open University, Nagaland had recognition only upto year 2008-09 so whoever has enrolled in the said year and completed degree even later, are eligible for higher studies as well as for public sector job. Anybody enrolled after the aid year cannot get this benefit and their degree stands invalid.

Being a Public Private PArtnership Open University, it cannot offer any full time course and to restart distance education courses even within state, it has to take approval from UGC DEB as well as other bodies separately. It cannot offer full time courses. 

Venkateshwara Open University, Itanagar, Arunachal Pradesh

This is a private open university founded in Arunachal Pradesh by cronie bunch of degree sellers from UP. In first hand, I do not understand how a government can allow a private open university to start? Arunachal does not have its own state open university and it has hardly population to study in distance mode and whatever they have, IGNOU as well as Rajiv Gandhi University already cater the need. This university creates its own distance education council which is invalid. Further, it declares itself that they can start study centre and colleges anywhere in India and abroad. The UGC Act on private universities are very clear, in any case a private university cannot offer any course outside it campus. However, this university has already started selling degrees, high mashioned MBA, PhD and so on, Avoid this university without prior required approval from DEB, UGC, AICTE and other bodies it cannot offer any course.

Beware from this university also from other private universities in north eastern states.
