How to get a driving license without agent and motor driving school in India

Hello Friends,

This is another blog post from me about do it yourself.

We are so accustomed to corruption that we feel that without an agent or without a driving school, one cannot get driving license in India.

Let me tell you that if you have decided not to pay bribe, nobody can force you for the same.
I always believe to do by yourself so at least we know the process. First of all, whether you are a public applicant or an applicant through motor driving school has to go through the same process. They need to have all document in copy as well as original. Both the applicant have to appear for learning license tests and clear it. Yes, only advantage is the RTO employee taking online test loudly announce the answer and both applicant get the benefit (definitely RTO employees get their cut from motor driving schools to help applicant to get clear the test).
For the final test too, there is no special treatment between public applicant and motor driving school applicant , at least on test ground. Both have to clear the driving test.

Now see the difference in the cost.
2 wheeler license:
Through agent/ driving school : Rs. 1000
By self: Rs. 360

By going through the motor driving school, you do not save time at all and by doing self, you can stop bribery and corruption. The motor driving schools are biggest corruption agent of the RTO in India.

Now let me explain the process.
Step 1: Learning license
The first step to get driving license in India is to get learner's license. For this you need to apply in form 1 and form 2 under motor vehicles Act. You need to provide date of birth, identity and address proof. A passport, a domicile certificate, Aadhar card, LIC policies are acceptable documents. Ration card, bank statement, mobile bills, credit card statements are not acceptable so be careful while carrying documents. You also need to carry photograph. Carrying all documents in original for verification is mandatory.
Once you complete it, visit the RTO office under which jurisdiction your city falls. For example, Thane, Bhiwandi falls under Thane RTO of Maharashtra. Navi Mumbai falls under Vashi RTO. Similarly Mumbai has been divided amongst 3 RTO office.
Fill the form carefully. You need to stand in a que to get your document verified. An RTO inspector will verify your documents and then you need to pay Rs. 60 in total for test and learner's license. Once you pay the fee, you need to go for biometric recorder. This person will shoot your photo using webcam and will also take your thumb impression. Once you finish the process, you have to head for learners license test. In this test you are asked 10 questions related to road signs. You need to enter details on register and handover your learners license application forms. The tests are easy. It is online. When you enter the test room, on screen your name and seat no will appear. You must seat on designated no only. For each question there will be option as A B C. You need to press appropriate button. After clearing the test, you need to collect learners license on given date.
Learner's license is not a full driving license. You must put L in big, red on front and backside of the vehicle while driving and you must be accompanied by a person having valid driving license for that type of vehicle whenever you ride or drive.
The learners license is valid for a period of 6 months. You must get a permanent license within this period otherwise you have to renew the learners license by paying Rs. 30. You must not loose your learner license otherwise you to re-apply fresh.
With learners license they also give you your form 1 and 2 alongwith all the documents back. You need to attach it with your application for permanent license.

Final License
After completion of a month after getting a learners license , you may apply for a permanent driving license. For this you need to apply in form 4. Please attach form 1, form 2 and learner license. Once you are sure to give the test, submit this form with Rs. 300 towards permanent license fee. You need to pay additional 300 for every class I.e. 3 wheeler , 4 wheeler, LMV, HMV etc. Once you pay the fee, head towards driving test. There will be two official que, one for public applicants and another for motor driving school applicants. A clerk level RTO employee will make entry into register and then handover paper to inspector. The inspector will announce your name and you have to give the driving test. Few points to be noted here:
1. You must carry your own vehicle if you are public applicant. RTO does not provide any vehicle.
2. You must write registration no of your vehicle on top of the form with make and model no.
3. The inspector may ask question to you on road signs and safety. Be prepared for this.
4. You must carry all type of vehicle for which you are applying for license. For example, if you carry a scooter while you have applied for a geared motorbike license then you will be granted license only for scooter without gear. You need to write all vehicle no on form.
5. The RTO officer may ask you to make a small circle, a big circle, 8 and 11 by riding and driving. Practice for it to avoid rejection.

Once you clear the test then you need to meet the sr. Designated officer of RTO with the form 4, 1 and 2 with sign of the officer who cleared your driving test. The senior officer will sign on your form. Then make a photocopy of it and submit the forms to designated counter. The driving license (smart card type, biometric) will be send to your home through speed post.

You can retain the photocopy till you get your permanent license and drive vehicle. Now you are done.

Time :
for learning license the half day and for permanent license it takes around 3 hours.

What I have observed that people are always on rush to cross the zebra crossing, start before the red signals turns to green, avoiding helmet and honking unnecessarily. Please note that all these does not serve the purpose and you do not save great deal of time. Let us be civilised and drive as a responsible person .

P.s.: the above process is based on the standard RTO offices like Thane and Mumbai. It may vary from city to city. If you follow the above process, the RTO officer has no reason to reject and harass you and if it happens you must fight for a better India and for a better governance. All the process is based in my own experience.

Latest development:
Wadala RTO is going to start online appointment for learner's license from August 1, 2014 onwards
From next month, residents of eastern suburbs, which come under the Wadala RTO, can receive their learner licence within 10-15 minutes after taking the test online. Currently, the facility is available at Andheri (western) and Tardeo (island city) RTOs.

      Navi Mumbai RTO has yet not started online process, it is offline only. As of now only Andheri and Mumbai Central RTO has compulsory online appointment facility

    1. You have to attach both form 1 and 2 and learning license in order to apply for driving test and permanent license. The authority will collect all these document and will give you a photocopy and receipt which you need to product later whenever required. Permanent license will be sent to your home through speed post

      If you are coming for a temporary / short period, your international driving license (You have to apply to Malaysian authority) if you are staying for a longer time, you need to apply to the RTO where you reside. This process is same as any Indian has to follow. You can get the license within 3 months. You will get learner's license first and after one month you may apply for final license.

      Carry ration card also where your wife's name is mentioned. Also, you may use Aadhar Card as it is an acceptable documents in RTO
      In case of any dispute, you need to take signature on form from the RTO officer

    I have received my permanent license but it's printed " without gear" but I have applied for with gear license. I have learning license Xerox and RTO receipt which is showing that I have applied with gear & I have given driving test with scooter ( 110 cc ). So request you to guide me to get right license with gear.

      When they take final test, they write registration no. of vehicle on the form on which they have taken your test. I hope you have retained a photocopy of the same.
      Go and apply in writing about the same.

  24. Hey Govind, I got my learning license over a month back on my own(without an agent) through online appointment. I'm planning on taking the test for my permanent license tomorrow(Monday). I was under the impression that Andheri's RTO office will have their own standard car and bike to test people. Or at the very least, the motor schools will provide their car and bike so that I can take the test. It's not possible for me to get a car and motorcycle for the test. What should I do?

    1. Even I was under such impression when applied first time.
      No need to worry, you may borrow vehicle from other people coming there for final test, driving license. They may charge you something or may provide free also. But I am sure someone will provide. Just go there

      You need to carry your original driving license. If you have old paper license, that will be converted now into smart card driving license.
      The application for renewal must be accompanied by :
      The driving licence
      Medical Certificate in case of transport vehicle
      3 copies of photograph
      Renewal fee :
      fee 200 + late fee 50 per year for computerised chip License
      1. Submit the following documents in the RTO for both for Private as well as Commercial licenses.
      1. Application in Form 9. (as mentioned above)
      2. Two recent passport size photographs.
      3. Driving License held.
      4. Proof of age and residence.
      5. Medical Form 1A (if age is more than 40 years).
      6. Driver Refreshing Training certificate in case of HMV (required only for Commercial Driving License).
      2. In case of Private License the record is not verified if the particulars seem to be clear on the license.
      3. However for commercial license the particulars are verified from the issuing authority.
      4. In case of Private License, the renewal is done on the same day.
      5. For Commercial License the renewal is made after verification of the particulars.
      6. A Private License can be renewed for a period of 5 years at a time after the age of 50 years.
      7. An expired license is valid for 30 days after the date of expiry.
      8. After 30 days and within 5 years of expiry of license a penalty has to be paid for renewal.
      9. Failing to renew the license within the above mentioned period, leads to permanent cancellation.
      10. Medical Certificate is required for renewal if:
      1. You are above 40 years of age.
      2. If you have commercial license.
      3. If your documents are incomplete

      So do not forget to carry your proper address proof and photograph and medical certificate preferably from an MBBS doctor.

  27. Eventhough website says same day approval, it's not hand delivered. DL will be posted or couried to your home address within 7 to 8 days , can be earlier.

    I'm facing problem relating to appointment for learning license in the Mumbai Andheri RTO . Whenever I try to secure a seat it does not show an option to click a date and proceed unlike it does for the Wadala RTO. It seems like the appointments are full for next 89 days and the 90th day option doesn't show any option to select date. I have been trying to do it for some days now and every time I fail to get an appointment. Also I wanted to know the right time to take an appointment for say tomorrow 4th September for an appointment for 3rd December since the between 89 days are always full thanks to Mumbai. Now if I want to take an appointment I will have to take appointment on 4th September for appointment on 3rd December. I tried this on the earlier day ie for appointment on 2nd December but efforts were in vain. So if I apply on 4th September at 8.00 AM for appointment on 3rd December I am sure that I would not get an appointment. Therefore I would request you to please guide me regarding this matter as it is very important to take a licence.

    Im born and brought up in Chembur, Mumbai. However, I have permanently shifted to Sanpada/Nerul in Navi Mumbai recently. I just wanted to know in which RTO should I apply for 2wheeler (gear) license? B'coz I checked here in Navi Mumbai with a motor driving school agent to help me make it, he's saying that i'll need to make it from Wadala RTO only as my Ration card/Aadhar card address still shows the Chembur address. please help me with a resolution to it as I am thinking of making it on my own now,dont want to involve the agents.   33. Hi Govind! Thank you for the insightful blog! I got my LL for LMV (2-wheeler) this May which is expiring this November 29, 2014. In the meantime, i'd also applied for Permanent license and also attempted driving test but couldn't succeed. I want to extend my LL, so that I can be thorough and drive my vehicle with confidence. Recently, I'd been to the motor driving school (from where i learned 2-wheeler), on enquiry, i was informed I'll have to make fresh learner's license again with a fee of Rs 1100 (inclusive of permenant). You rightly mentioned in your blog, the "money making scheme'. Could you pls help me, how do i go about? Can I extend/re-new my LL? What would be the fee and the procedure?       If you re-apply for driving license (Learner) you cna do that but now online appointment is mandaotry. So please first do that. Second, when you apply again for learning license, attach your expiring learning license so you do not need to give that learner's test again. The charge is just Rs. 65 not 1100. Do not opt agent. I got my license without hassle (although it took longer time) and without agent.

    1. No, as without learning license, you cannot drive the class of vehicle hence you need to obtain fresh learners license for the said class too. You need to apply An application for addition of another class or description of
      motor vehicle to the driving license is required to be made in Form 8
      accompanied by;
      a) an effective learner’s license and driving license held by the applicant;
      b) in the case of an applicant applying for addition of a transport vehicle,
      the driving certificate in Form 5
      c) appropriate fee as specified in CMVR 32;

    Today I got my 4wheeler learners licence from Thane RTO.
    Just wanted to add something which will help others too.
    I had filled out the online form and booked my appointment. Reached RTO 1hour before the appointment time. At thane RTO we have to fill out form 1 and form 2 (hard copies) and then attach all proofs of documents ( I had attached copies of aadhar, PAN card and electricity bill) plus a photograph pasted on the form.
    First step is to verify your documents. The officer will review your original documents and other details filled in the form against the proofs and original documents.
    I already hold a 2wheeler licence (booklet). The officer where we verify the documents told me that you are exempted from online test since you already hold a 2wheeler licence. He then asked me to show my licence and said the address is different. I said yes, it is old one. He suggested getting the old licence also added to the new smart card permanent licence which I am applying for 4wheeler. This way I will get both 2 and 4 wheeler on the same smart card.
    He said get a photocopy of current 2whlr licence and fill out an address change form and pin up all the forms together (in an order they will tell u)
    I didn’t everything and again went to the officer, he reviewed and stamped it and said now go to the cash counter and get receipt and then head to biometric.
    I paid 31rs at counter, got receipt and then headed to biometric. Verified my details again on screen (please ensure that they have all your particulars entered correctly on screen). Then he clicked my photo and left hand thump impression on biometric. Asked me to sign on digital pad. Then once done, I proceeded to the first floor where we have to submit the documents and get our learners licence.
    The whole procedure took me around 2hrs.

    1. Apply oneline on Sarathi website, it should not cost more than 65 for learning license and total around 400 for driving license

    I really appreciate your helpful nature and patience to reply so many comments after blog posting! Its really worth humble appreciation! Thank you so much for this!

    I followed your blog before I applied for LL and DL without any agent or Motor School.
    Since I moved to Pune, I couldnt bring 4 wheeler and 2 wheeler to Kalyan RTO for DL test (my permanent address was in KYN jurisdiction)... I was so worried! But one Motor School gave me their 4 wheeler for the test for 200/- charge. I got 2 wheeler there from one lady for free.

    Inspector fail some people for not following 8 circle the way it should be(some take wrong turns on 8 track or drive them on the outer sides only..thats enough for failing them!)

    However, the test in itself is not strict or standardized... you generally clear it even if you dont have the driving expertise. Thats contrast with the US standards...but in India because of illiteracy, poverty and polulation its hard to be that strict because backlog of failed candidates would grow beyond control.

    Anyway, WHAT GAVE ME PANIC IS, THEY HAVE TOLD ME IT TAKES 2 TO 3 MONTHS TO GET THE FINAL SMART CARD DL VIA COURIER!

    WHY SO MUCH DELAY?? YOU SIMPLY NEED THE NAME ADDRESS AND LICENSE NO. TO PRINT ON THE PRE-EXISTING SMART CARD! THEN WHY THEY NEED SO MANY DAYS??

    UNFORTUNATELY I FORGOT TO MAKE A COPY OF THE APPLICATION FORM BEFORE SUBLITTING IT TO THE RTO AFTER MY TEST WAS DONE.

    DID ANYONE RECEIVE THE SMART CARD IN SAY A WEEK OR TWO?? LET ME KNOW!

    1. No, I got it in around 3 months
      You can drive on the basis of copy of the form you finally submitted after clearing the test alongwith receipt. Normally, it should come in 45 days

    Even I was under such impression when applied first time.
    No need to worry, you may borrow vehicle from other people coming there for final test, driving license. They may charge you something or may provide free also. But I am sure someone will provide. Just go there


    can he will accept the same vehicle at two diffrant applicant (people)?
