This is my 19th post in the series of distance learning education in India. I am very near to complete state wise list of the approved universities offering distance learning courses.
Sikkim, once a state free from such education scam has hit by the scam from EIILM university. India's a north eastern state with its natural beauty has less education development here.
In sikkim, there is no state university. The higher education is managed through the North Bengal University and it offers distance learning courses also. There is only one central university and various private universities.
EIILM is one of such private university whose degree stands invalid and who sold degree for money. Even DEC had cancelled its recognition.
Sikkim Manipal University's matter is still pending in the court.
Even in 2010, the UGC visiting committee inspected abnd found that SMU lacks in the basic infrastructure, it is inadequte and none of its study centre is approved

It is self explanatory that how much money they have made. They even did not mention its off campus at Manipal. The surprise is, when UGC found that its 865 study centres are not approved and violation of UGC guideline, why did not UGC take action so far.

Now let us talk about EIILM University. It is another degree scamster private university. Its officers got arrested, it provided degree in whatever name you wanted.
Just pay money and get the printed degree.
This university was started with the corpus fund of 1.62 crore and with lot of bribe (possibly) to sikkim government officials and bureaucrats. It was started in 2006 and run on 6 stories rented building (a university in just a 6 stories thats too a rented building). What a joke, even a multi disciplinary affiliated college has bigger campus.
In regular full time campus, it had only 4 courses BBA, MBA, B.Tech (IT) and B.Tech (Biotech) and in 2008, it had just 28 students total. From that it said it made around 1 crore (what a joke). The same university was allowed to offer distance education who did not have the basic infrastructure. Later its officials arrested and degrees termed as invalid.

The similar scam is being run by Vinayaka Mission university and violation is being done by ICFAI.
So I will not comment on this.

The University has played a pioneering role since inception in spreading higher education and inculcating scientific attitudes within the predominantly rural areas that comprise its vast jurisdictional territory.Well over 36,000 undegraduate students and over 1500 postgraduate students and scholars now enrol at different courses under the University during any given year. Besides the territory under its immediate jurisdiction , the University also gets students and scholars from adjoining areas in Bihar and the North Eastern states,as also from SAARC countries like Bhutan, Bangladesh and Nepal. Possibly, it is one of the university offering degree and PG courses in Nepali language in India. This university offers only PG courses in distance mode. all these courses are generic in nature but definitely very useful for the people in the region.

There is no other approved university in Sikkim as of now. ICFAI is approved but its degree is valid only if you appear for exam at its main campus in sikkim.

ReplyDeleteI was going through ur blogs and found some valuable information about EIILM university. I would also like to appreciate your efforts as a whistle blower in exposing these degree scams . I am also a victim of this EIILM scam . I did my GNIIT (software) in the year 2006 from NIIT Delhi and started working for IBM. GNIIT being just a diploma programme. I decided to enroll for a graduation degree. I contacted different study counsellors and zeroed in on EIILM BA 2009-2012. I left my job in July 2012 and started preparing for public sector jobs as they were more stable.I appeared for SSC CGL and cleared both the pre and mains exam(as per the answer key - result not declared for mains) .As per the tentative schedule of SSC , interviews are aligned in December . I have no idea what to do. I have invested 16 months and half my savings for this preparation and now all this seems to be going in vain. I have done a lot of research on the internet and have written thousans of emails to the authorities with no response. The only response which I got says that the degree is regular and i just have to prove that I have got this degree from the main campus.Is this possible ? I really need ur help as i have tried all other channels , Can this degree hold its validity by any means.The truth is that I have done it from Delhi only. Nothing will go in vain. Please send an RTI application to EIILM university asking authnetication of your degree. Further, please retain copy of DEC circular which says
"V Territorial Jurisdiction
The Distance Education Council at its 35th Meeting held on 10th March, 2010 noted that the distance education and online education cannot have the Territorial jurisdiction. It was decided that in case of Central Universities and the State Universities, the Territorial Jurisdiction will be as per their Acts and Statutes for offering programmes through distance mode. The Territorial Jurisdiction in case of Deemed University will be as per UGC which mandates its prior approval for opening Centres/off Campus outside the Headquarters. The territorial jurisdiction in case of Private Institutions (other than Universities) will be as decided by the Joint Committee."

DeleteI really appreciate your concern for people like me who were misguided by the corrupt eduacational system of India.
I filed an RTI asking for the authenticity of the degree 3 months back but got no reply although when I verified it by following the verification process of the university it was termed as a regular degree by the university.
We need to fill a form while appearing for an interview in Ssc which asks the mode of education( distance or regular). I hv no idea what To fill there.
If i carry a copy of V territorial jurisdiction it will term my degree as distance or regular. I hv learnt that some organizations have recieved a circular which states that no degree from Eiilm will be accepted irrespective of the mode. Is this possible ?
Plz guide me, what should be my course of action? Plz let me know the essential documents which i shuld carry while appearing for interview which can prove the authenticity of the degree.

For RTI, file a first appeal and wait for response. If you do not get reply after 35 days file second appeal to Sikkim State Information Commission. For any help you may contact me

ReplyDeleteA heartiest welcome for your valiant information in respect of those students who were robbed (in one way or other) by the anonymous, fake, unaccredited and derecognised institution / universities providing distance degrees which are void.
I suppose to be a victim too (God Forbid). I did BCA from SMU DE study centre Guwahati (2007-2010).According to Honourable Supreme Court and High court judgements I assume that I am a “valid buyer” of this degree.
Just wanted to know that after these judgements am I eligible for Public sector jobs, I am preparing for State PSC.I filed an RTI against UGC they replied that
“”The judgment in WP (C) No. 4/2013 has been pronounced by Hon High Court of Sikkim on 26th June 2015, upholding the policy of territorial jurisdiction of UGC and at the same time protecting the degree obtained by the students of study centers. The Hon High Court of Sikkim has held that
So far as the case of the Intervenors are concerned, considering the facts and circumstances set out above, we are of the view that their degrees should stand protected as valid. This order would also apply to all the students who are in similarly placed as the Intervenors although they are not before us.
The full judgment has also been uploaded on UGC official website as per direction of Hon ble High Court of Sikkim for information of all concerned.””
MAJOR CONCERN
Moreover, If State PSC or any other Govt agencies rejects my degree regardless of Hon. Supreme Court and High Court judgements what provisions are left for me. This is a major concern for me.
