Universities offering distance learning courses in India- Chhatisgarh

Hello Friends,

This is the 8th posting in the series to provide all information about distance learning education institutes in India.Chhatisgarh is a backward state and separated from MP. The right and quality education is need of the hour however it is not happening. The quality of education is poor. The private universities here have become just degree mill by circulating degree without efforts and knowledge.

I am covering institutes from Chhatisgarh in this post. Chhatisgarh is notorious for degree scam through its private universities established upto 2005 by Chhattisgarh NijiVishwavidyalaya (Sthapana aur Viniyaman) Adhiniyam 2002(No.2 of 2002) at Raipur,Chhattisgarh. Thehonorable supreme court of India gave a landmark judgment on the Private Universities of Chhattisgarh who were opened in shops, galas.Thispetition was filed by Prof.Yashpal & others. As a consequence of honorable apex court order all Private Universities established at Chhattisgarh under above act became non existent and its all degree became invalid for government job as well as higher studies. Later, all other state governments and Chhatisgarh government started a new strategy to legalise these degree sellers. They passed separate Act for each universities and few of them resurfaced again. Examples are ICFAI, ITM, CMJ (now facing action), Rai University to name few. They also adopt a new strategy,. they opened such private universities in multiple state so in case one get de-recognized, they can operate from other degree mills. Is private universities including private universities from Chhatisgarh allowed to offer distance learning programmes
The answer is yes but with the condition that:
Earlier DEC should have approved them to offer distance learning programme
Now onwards UGC and AICTE separately should have approved them to offer distance learning courses
and, private universities cannot offer distance learning courses outside the city where they are located.
So this meany any private universities in Chhatisgarh offering distance learning courses outside of the state is neither valid for government job nor for higher education.

Now let us see universities and institutes from Chhatisgarh who has approval earlier from DEC and now likely to get approval from UGC and AICTE to offer distance learning degrees.

Type: State Government Open University

Admission open: January to July

Medium of instruction: English  & Hindi

NAAC category: not applicable as NAAC does not accredits Open Universities

Admission open for non HSC passed: Yes, through BPP for BA, B.Com degree course

Reputation: Not so well reputed but good for state where higher education is lacking

Territory and jurisdiction according to UGC : Chhatishgarh

Territorial Jurisdiction as per the  University ActChhatishgarh

Information about the university: 
This is recently started open university. Few years back it did not have its own website too. I believe they are making progress now. Pandit Sundarlal Sharma (Open) University (PSSOU) Chhattisgarh, Bilaspur was established by the Chhattisgarh legislature in the 55th year of the republic of India. The Governor of the state accorded his assent to it on on 20th January, 2005 and the act was published in the Chhatisgarh Gazette (extra ordinary) no. 20 Raipur, Monday the 24th January, 2005. Dr. T.D. Sharma joined this university as the first Vice-Chancellor on 2nd March, 2005 while Dr. Sharad Kumar Vajpai take office as Registrar on the 15th March, 2005
 It has been offering limited number of courses and that is good for it. It can improve quality of these courses and then can add more courses.

2. MATS University, Raipur

Type: Private University

Admission open: January to July

Medium of instruction: English  & Hindi

NAAC category: not accredited

Admission open for non HSC passed: No

Reputation: Not so well reputed, private university, more commercialisation of education

Territory and jurisdiction according to UGC : Only Raipur

Territorial Jurisdiction as per the  University ActOnly Raipur

Information about the university: 

This is a private university hence cannot offer any courses in distance or off campus mode outside Raipur. Even if somebody buys the degree from this university from outside Raipur, it stands invalid. When DEC was in existence, it gave only provisional approval to this university and if UGC works honestly, I doubt UGC will allow it to offer distance learning programmes. It has offered a lot of distance learning courses and I really doubt about its ability to deliver quality content. Further, it was just a provisional recognition and offering so many courses at such initial level raise eyebrow.

Any controversy: Yes, The New Indian Express has reported about its degree being offered at far off Kerala which is violation. It is suspected that the university might be involved in degree scam.

3. C V Raman University, Bilaspur

Type: Private University

Admission open: January to July

Medium of instruction: English  & Hindi

NAAC category: not accredited

Admission open for non HSC passed: No

Reputation: Not so well reputed, private university, more commercialisation of education

Territory and jurisdiction according to UGC : Only Bilaspur

Territorial Jurisdiction as per the  University ActOnly Bilaspur

Information about the university: 

This is a private university hence cannot offer any courses in distance or off campus mode outside Bilaspur. Even if somebody buys the degree from this university from outside Bilaspur, it stands invalid. When DEC was in existence, it gave only provisional approval to this university and if UGC works honestly, I doubt UGC will allow it to offer distance learning programmes. It has offered a lot of distance learning courses and I really doubt about its ability to deliver quality content. Further, it was just a provisional recognition and offering so many courses at such initial level raise eyebrow. This University faced de-recognition through supreme court order in 2004 but it re-established itself. Its any degree prior to 2005 stands invalid even if it is a full time degree.

Any controversy: Yes, a lot. Many people are offering its degree in one sitting, short duration which stands invalid as it cannot offer any courses outside Bilaspur, Chhatisgarh. I complained about it to ministry of HRD and UGC. The registrar from this university called me and stated that they are also getting such complaint and in case I have any issue about the university, I should contact them directly. They are also "putting efforts" to control this.
